Tybee Isand has a noise Ordinance which includes dogs barking.  
Pet Fee $15 a day per pet
Pets not allowed on furniture or beds
Pets must be on a lease to walk; dogs are not allowed on the beach
Dogs must be crated when left alone in the house
Flee protected.  There are sand flees at Tybee; be sure your dog has flee protection
